Too harsh on Pope
To be fair, it is important to point out that the Bishop was ex-communicated for other actions and beliefs against the Catholic Church, not specifically for his beliefs regarding the Holocaust. So when the Pope brought him back into the fold, it cannot be interpreted solely in the light of the Bishop's sentiments on the Holocaust issue. The Pope acted to try to bring back an ultra-conservative element "into the fold." Perhaps he should have considered this move, and its impact on the broader public, better but your assertion that "it is unthinkable to ascertain that he didnt know what he was doing" implies that he knew the level of offense that he would cause and did not care. I think that is too harsh on the Pope.
